Southeastern Cooperative Educational Programs

SECEP is a regional public school agency located in the Hampton Roads area of southeastern Virginia. SECEP operates five programs for students, of the various local school divisions, who require specialized interventions.

SECEP’s three programs at Windsor Woods Elementary School serve some Virginia Beach City Public School’s elementary students with special needs. These programs are the Re-Education Program (Re-ED), the Autistic Children’s Program (ACP), and the Educational and Behavioral Interventions for Challenging Students Program (EBICS).
